Regulation is the only thing we do.
An independent consultancy built by people who have spent their careers inside vehicle approval, working for the companies that have to get through it.
We were on the other side of the desk.
HAARC was built by people who have spent their careers inside vehicle approval: preparing files, running test programmes, and answering the questions that come back. That is a narrow specialisation, and it is the only thing we do.
Most consultancies treat regulation as a compliance box at the end of a product programme. By then the expensive decisions have already been made. We would rather be in the room at design freeze, when changing something still costs a drawing revision instead of a retooling exercise.
What we are not
We are not a testing laboratory and we do not issue approvals. We are independent of both, which is precisely why our read on your file is worth having. Our job is to get you through the process as few times as possible.
How we work
- Fixed scope and fixed fee wherever the work allows it
- One named consultant who carries your file end to end
- Written status on your programme every fortnight
- We tell you when you do not need us

Early beats thorough.
A rough compliance view at concept stage is worth more than a perfect one after tooling. The cost of a regulatory change rises faster than almost anything else in a vehicle programme.
The file is the product.
A reviewer sees paper, not vehicles. A well-built technical file gets read once. A poor one generates a correspondence chain that can run for months.
Independence is the service.
We do not sell testing and we do not sell approvals, so we have no reason to recommend either one more than your programme actually needs.
Who we work with
Working here
Vehicle regulation is a small field and it is not taught anywhere directly. Most of the people who are good at it came in from automotive engineering, quality, or testing, and learned the regulatory side on live programmes.
If you have an engineering background and you are the person who reads the standard rather than the summary of it, we would like to hear from you.
